The NIC, part of the Department of Homeland Security, will create the SDOC system under the Voluntary Private Sector Preparedness and Accreditation Program (PS-Prep).

Submitted on April 21st 2011, the request is intended to "solicit information and ideas regarding the optimal approaches to developing and managing SDOC for small business entities" and any data provided will "be used for information purposes only".

PS-PREP is related to standards for assessing private sector disaster preparedness, business continuity and emergency management.

NIC is overseen by the US Secretary of Homeland Security and is charged with managing ongoing administration and implementation of the National Incident Management System (NIMS), as well as the development of common national standards aligned with it and providing training support.
