Organizations should be given the opportunity to report cybercrime in confidence, in the view of one expert.
David Blackwell, Detica Director of Cybersecurity, suggested a forum is needed where firms can be open about the problem without harming their reputations.
The information intelligence specialist explained that such a facility would assist with efforts to combat the rising threat of cybercrime.
He pointed out providing an opportunity to be "open and frank without fear of reputational harm" would be beneficial to national policy in this area and could help to resolve problems.
Mr Blackwell added: "The Government are already taking steps in this regard, bringing together a bunch of industry leaders to talk about the issues."
The recent Cost of Cyber Crime report estimated the total cost of the problem as £27 billion in the UK.
It was published by Detica and the Office of Cyber Security & Information Assurance, part of the Cabinet Office.
